What is the Lifeline Program?

The Lifeline program is a federal program that was established in 1985 to help low-income households afford phone service. The program provides a monthly discount on phone service (wireless or landline) to ensure that all Americans have access to essential communication services.

Who Qualifies for Lifeline?

Qualifying Programs for Lifeline

If anyone in your household participates in any of these programs, you automatically qualify:

  • SNAP (Supplemental Nutrition Assistance Program / Food Stamps)
  • Medicaid
  • SSI (Supplemental Security Income)
  • Federal Public Housing Assistance (Section 8, Public Housing)
  • Veterans Pension and Survivors Benefit
  • Tribal Programs (BIA, TANF, Food Distribution Program on Indian Reservations)

Income-Based Eligibility

If your household income is at or below 135% of the Federal Poverty Guidelines, you qualify. Here are the income limits for 2024:

Note: For households with more than 8 people, add $7,083 for each additional person.

Important Lifeline Rules

  • One Benefit Per Household: Only one Lifeline benefit is allowed per household, regardless of how many people live there.
  • Annual Recertification: You must recertify your eligibility every year to continue receiving benefits.
  • No Duplicate Benefits: You cannot receive Lifeline from more than one provider at the same time.
  • Transfer Benefits: You can transfer your Lifeline benefit from another provider to us.

How Lifeline Works with ACP

When you qualify for both Lifeline and the Affordable Connectivity Program (ACP):

  • Lifeline covers your monthly phone service (unlimited talk, text, and data)
  • ACP covers the cost of your iPhone device
